Associate Vice President for National Laboratories
As Assistant Vice President for National Laboratories Quinn serves as Secretary to the UChicago Argonne, LLC Board of Governors and the Fermi Research Alliance, LLC Board of Directors and has executive management responsibility for all Board support and programmatic and operational review functions for both Boards.
Quinn joins the office from Abbott Laboratories, where she served as a business development strategist focusing on securing new business opportunities since 2008. From 1998 to 2008 Quinn worked at the Boeing Company in a series of increasingly responsible positions. As director of Company Administration she staffed the Boeing Board of Directors and the Boeing Executive Council, which included the CEO and the presidents of Boeing's global business units. She then served as director of Shared Services for Boeing's World Headquarters and Boeing International before being named senior director of International Services & Business Support. In this position Quinn reported dually to both unit presidents and supervised a team of 125 personnel in over 25 international offices.
Quinn received a BA in Psychology and English from Vassar College (with honors), a JD from the University of Southern California Law Center, and an MBA from Northwestern University's Kellogg School of Management. She is a member of the State Bar of California. Prior to joining Boeing, she practiced general civil litigation in California with an emphasis on state and federal employment law.
Julie Bittke serves as the Financial Administrator of the Office of the Vice President for Research and for National Laboratories at Argonne National Laboratory. Julie performs financial management functions and support related functions for the office and the Board of Governors including programmatic & operational review committee meetings of the Board. In addition, she manages the financial reporting mechanisms for staff, faculty, and joint appointments between the University and Argonne. Julie also serves as the University liaison to the Argonne Club Board of Directors for special events at the lab and serves as the board’s Secretary.
Hired in September, 2002, her previous employment was as Contract Manager with the Office of Corporate Contract Compliance for the American Medical Association, managing over 2,000 contracts representing $150 million in annual operating and capital expenditures. Julie has a BA in Business Management from National Louis University.
Calvin M. Golden
Director of Finance
As the Director of Finance within the Office of the Vice President for Research and for National Laboratories, Calvin Golden is responsible for the financial administration and reporting of the Board of Governors office at Argonne National Laboratory to the Department Of Energy and the University of Chicago respectively. He also assists the Secretary to the Argonne Board of Governors in providing support to the Vice President for Research & for National Laboratories (VPRNL) including office management and HR support.
Prior to joining the University of Chicago in July 2008, Calvin worked for eight years at E. Morris Communications, Inc holding various positions; with the last position held being the Assistant Controller. In that capacity he was responsible for the overall annual billings of $30M + to various clients. He also was responsible for the various budgeting and reporting responsibilities to the organization, as well as many Office Manager related responsibilities. Calvin holds a BS in Accounting from Chicago State University. Additionally he is a licensed Real Estate Broker in the State of Illinois.

Jennifer Manor serves as the Manager of Board Relations, Logistics, and Events for the National Laboratories. She is responsible for the development and execution of board meetings, programmatic reviews, and the overall activities related to the Argonne National Laboratory Board of Governors and the Fermi National Laboratory Board of Directors. In this role, she works with the Assistant Vice President for National Laboratories to develop the strategy for the respective boards and support the development of the broader organizational National Laboratory strategic planning process. Prior to joining the University of Chicago, Jennifer worked at the Waldorf Astoria in Chicago in various roles. She earned her Bachelor of Arts in Economics from the University of Illinois at Chicago.
